HOW SHOULD NEW TECHNOLOGIES BE REPORTED?
NASA EMPLOYEES:
NASA employees may submit a NF1679, “Disclosure of Invention and New Technology (Including Software),” either electronically using our new “eNTRe” system or by filling out and submitting a paper copy to KT-F
. Paper forms must be completely filled out and signed by all innovators.
- To submit a NF1679 electronically using the eNTRe system, click here.
- To submit a paper copy of the NF1679 using either a Word or PDF format, click here. After filling out the form, ensure it is signed by all innovators and mail it to:
Mail Code KT-F
ATTN: David Makufka
** You may send your 1679 on a diskette along with a signed hard copy.
ON-SITE CONTRACTOR EMPLOYEES:
KSC on-site contractor employees should submit their new technologies through their company new technology representative. For a listing of current company new technology representatives, click here. Permission must be granted by your company new technology representative prior to electronic submission of new technologies using eNTRe. To access a Word or PDF version of the NF1679, click here. Paper forms must be filled out completely, signed by all innovators, and submitted through your new technology representative. If your company uses a different form for reporting new technologies, obtain the form from your new technology representative.
** You may send your 1679 on a diskette along with a signed hard copy.
OFF-SITE CONTRACT/GRANT REPORTING:
Contractors/grantees who need to submit interim or final reports regarding new technology developments in accordance with their contract/grant can find the appropriate forms (NASA C-1002 and NASA Form 1679) by clicking here.
Completed forms should be submitted to:
NASA Kennedy Space Center
ATTN: David Makufka, Commercial Technology Office, Mail Code KT-F
Kennedy Space Center, FL 32899
** You may send your 1679 on a diskette along with a signed hard copy.
WHAT IS A NEW TECHNOLOGY INNOVATION?
New technology innovations can be inventions, discoveries, significant improvements, tools, new or improved techniques, products, processes, or software programs that are first of a kind or unique. Innovations do not have to qualify for a patent to be a new technology innovation candidate. Your innovations should be developed to the point of proving that they can perform in their intended manner. It would be ideal to have a working prototype, but it is not required. It is preferable to report items that may later be determined not to qualify as new technology than to fail to report a possible innovation. If in doubt, report it!
WHO ARE THE INNOVATORS?
There is often a misunderstanding about who should be listed as innovators when reporting a new technology. In many successful developments, there is a tendency to identify as many participants as possible to share in any rewards. In reporting new technology innovations, the guideline to follow is to identify only those who have made direct, unique, and significant contributions to the innovation development. Normally, there are fewer than five innovators for a new technology innovation. The following guidelines can be used:
- Persons developing or contributing unique solutions to a requirement are included.
- Persons generating the requirement for an innovation are not normally included.
- Persons in the management "chain of command" who may have coordinated funding or scheduled activities, or someone performing routine fabrication are not normally included.
When a patent is being considered, the number of individual contributors becomes more important. A patent can be declared invalid if either too many (extraneous, noncontributors) or too few (significant contributors omitted) contributors are named on the patent application.
